Misschien een domme vraag, maar er bestaat toch iets van een open skies verdrag in de militaire luchtvaart, waar zowel Nederland als Rusland bij zijn aan gesloten?

Ik kan me nog herinneren dat ik in 2008 een Antonov 30 in Brussel zag van de russen met open skies titels er op.
