13-00283 has a hex code of AE5623 (confirmed EGPK on 26-27 July 2015), whereas "CROOK47" has a hex code of AE5C92 - which has not yet been tied up with a serial. Not likely to be an RO-6A as the hex does not fit with the sequence of known hex codes/serials, and Albert only shows it as "filling".
